snmpv3 new user!

Hi,
I use proxy-agent which is in agent++ v3.4.1.
I use UCD as manager and proxy-agent++ as proxy,  I am trying to send a
request as  follow:


            V3(auth/priv)                                V3(auth/noPriv)

ucd--------------->proxy-agent++-------------------->MasterAgent

everything is ok when I send request v1/v2c, not v3!!..
The problem is that I couldn't create any new user in usmUserTable in
proxy-agent++.
I tried with set commands, even with adding code to snmp.cpp, but it
doesn't seems to work.
Anybody who kan help me?
Note that I am new to snmp, if I have to add anything or do anything
please explain in the easiest way you can.(with even code...)
