Agent trying to receive SET request only gets timeout

if you don't set a port, a free port will be used which can be any port

There are two possibilities: 
- disable the NT SNMP Service and start the agent with admin privileges
on port 161
- use a free port of your choice to initialize Snmpx (for example 1161).
