A SET question

Frank,

A SET request with all the required columns to create a row that does not
exist succeeds even for the RowStatus value=Destroy. It seems to me that the
request must fail and return SNMP_ERROR_INCONSIS_NAME, because for all
varbinds (except RowStatus; it doesn't count for its Destroy operation) the
object instance does not exist, could not be created under the present
circumstances, but could be created under other circumstances.
