Question on sending SNMPv1 trap using proxy forwarder

Hello,

I am trying to do the following using proxy forwarder:

SNMPv1 trap (sent on port 162) -----> proxy forwarder application (listening
on port 4700) ------> SNMPv3 trap to manager.

The SNMPv1 trap and the proxy forwarder are both on the same NT machine. The
v1 trap is sent by another application running on this NT machine. When I
send the SNMPv1 trap to IP 127.0.0.1 and port 4700 (since the proxy
forwarder is set to listen) the traps gets converted to version 3 and is
forwarded to manager. 

What needs to be changed/added in terms of configuration of tables to make
proxy forwarder listen on port 162? I have configured the following tables.
