If you don't have an agent running on machine A you can't do anything
using SNMP, so you will have to start it using ssh, rsh or some other
(possibly self made) mechanism.

Agent++ contains a MIB that allows the execution of processes through
SNMP: agent++/mibs/COMMAND-EXECUTION-MIB.mi2 and
/agent++/examples/cmd_exe_mib/.
