Hmmmm....

I just installed Mandrake 9.0 on a system and had the same happen 
(presumably it's something to do with g++ 3.2). Anyway, oddly, I can also 
report that adding -DHEADER_DES_LOCL_H to COPTIONS in the makefile does 
_not_ change anything. I haven't had time to look into what's happening, 
but I just wanted to report that the "obvious" fix really does not work 
(indeed, I had already tried that fix before looking in the archives to see 
if there had been any traffic on this subject), and it wasn't just operator 
error on the part of the person who originally reported that the fix didn't 
help.
