usmAddUserName v usmAddUser

The USMUserNameTable holds user entries with passwords, so the USM can 
create localized users for the USMUserTable. The entries in the 
USMUserTable are automatically created by the USM, whenever a new agent 
is conacted.

This should not happen. Do you get this also with the current snmp++?
