documentation for snmp++ ver3.x

Hi,

during the last months I did the hard work of going through the snmp++ 
code and adding Doxygen style comments to most of the methods. You can 
see the current state at http://www.sa-ha.de/tmp_doc/

Still missing:
- The documentation for the classes itself (the v3 classes USM, v3MP, 
AuthPriv are partly done)
- The connections between the clases.
- Make two documentations: one for "standard users" that only want to 
see the API and one for those who want to see all details.
