notification-log-mib

Hi,
Is there a reason why in the code only a SNMPv3 enabled agent can use the notification-log-mib? or can it be used by a v1 & v2c agent?  Its just that your web site mib table seems to imply that this mib can be supported by v1 & v2c agents.
