[AGENT++] Snmp++ 3.2.13 compilation problems

Hi,
	I'm having problems compiling version snmp++ 3.2.13 on a windows NT platform

Essentially I have _NO_SNMPv3 defined which means that the function 'asn1_build_header_data' can't find the defintion of MAXLENGTH_GLOBALDATA in v3.h

Should the function be in an #ifdef or should the constant be visible for non v3 compilation?

Additionally I've noticed that the version information in config_snmp_pp hasn't been updated but I doubt this has any impact and is easy enough to change anyway
