if SNMPv3 is enabled you must initialize v3MP and VACM. Through VACM you 
can then configure who has access to the agent. Any combination of 
v1/v2c/v3 is possible. So an SNMPv3 enabled agent allways knows about 
v1/v2c/v3, but you can deny access to the agent for any SNMP version.
