[AGENT++] SNMP v3 and v1 Co-existence

Hi,

I'm experimenting with Agent++ to develop a SNMPv3 agent that can also
process SNMPv1 request. To do so, I should

1) populate the snmp_community_mib table with v1 community string mapping to
securityName
2) add a row for each securityName in 1) in the UsmUserTable

Is this the right way? Or is simply adding entries to the
SecurityToGroupTable with security model of SecurityModel_v1 enough to do
the job?
