[AGENT++] DEAD-CODE: Class sysORLastChange is not implemented (system_group.h)

Hello Frank,

In file:include/agent_pp/system_group.h
Class sysORLastChange is just declared, but never implemented (or used) in
source code.

NOTE:
Insure checker does not like that. It likes to use everythink.
Maybe it would be useful to remove it (DEAD-CODE).
