[AGENT++] snmp++ vb.cpp contains incompatible prototype for set_syntax

I thought people would like to know this...
 
I came across a problem when building a subagent for Digital Unix. When I ran the executable I got a loader error for an unresolved reference to Vb::set_syntax. The header file has a const qualifier for the argument and this is missing in the cpp file. I had no problem with the linux version so it looks like one loader is more strict than the other.
