Yes, SNMP-TARGET-MIB ist what you are looking for.

No, because such an use is not intended. To do serious
network management, the management applications need to
implement a MIB a priori, because you cannot extract
all the semantics of a MIB module by parsing it.

An agent however, should report the MIB modules/groups
it supports by listing the corresponding AGENT-CAPABILITIES
OIDs that describe the MIB objects/groups supported by
the agent.
