[AGENT++] how to stop snmpv3 and libdes

I've defined _NO_SNMPv3 in the headers in past versions.  Anything
that was undefined afterwards, I #ifdef'd out on this same symbol.  Or
I created dummy stubs for.  Usually it was some silly little
oversight that gets fixed in a newer version...
