[AGENT++] Using target and notification MIBs for v2c

I have a v2c agent and it instantiates the default implementations
supplied with AGENTPP for snmp_target_mib() and snmp_notification_mib().

Using a generic MIB browser, it is possible for a user to ADD rows into
the snmpTargetAddrTable of the SNMP-TARGET-MIB against my v2c agent?

I thought it would work, but I am not able to do so - not able to create
a row from a browser.
