[AGENT++] trap mangled?

maybe the manager expects a different privacy protocol with a different
length for the privacy parameter. Are you sure that the users on agent
and manager are identical?

RFC3414 has an example in chapter "A.4. Sample Encoding of
msgSecurityParameters".
