if you use the unmodified examples, the password for the user are known
by the USM and the localized user is automatically added when the new
request is received.
If you add the user with the following function, the user will stay diabled:
uut->addNewRow("MD5", "MD5",
SNMP_AUTHPROTOCOL_HMACMD5,
SNMP_PRIVPROTOCOL_NONE,
"MD5UserAuthPassword", "", false);

Same as above. Some request of this user was received. If you have the
debug logs enabled you should see two lines like
(7)INFO : USMUserTable: Adding user (user name) (engine id) (auth)
(priv): (MD5), (NEWERIDS), (2), (1)
(1)DEBUG : Informing agent++ about newly created user
