[AGENT++] scoped_lock usage to be exception save and simplify the MIB code

Hi Claus,

The question is, what is the benefit of the new language features over the existing
solution? Changing tested and running code is always risk. Some people might not be able to use the code anymore, and different behaviour can degrade reliability.
