[SNMP4J] Max. number of VariableBindings for PDU

Hi Dennis,

there is no upper limit defined by SNMP. The upper limit
in your case seems to be defined by the implementation of
your agent (which seems to be broken). An agent must
not crash when a request is sent to it with a PDU size or
VB number greater than internal limits. In the latter case,
the agent should return a tooBig error status (SNMPv2c
and SNMPv3) or a genVbError (SNMPv1).
