[SNMP4J] Another minor mistake in build.xml?

...also, one of the targets 'archive' or 'resource' should depend on 
'javacompile'.  Without this dependency, invoking
ant archive
doesn't correctly make dist/lib and compile stuff.

The cleanup target doesn't remove the empty dist folder, although maybe 
it should.
