[SNMP4J] TestAgent Trap

Hi Jack,

The TestAgent initiates a coldStart trap when it starts as follows:

    notificationOriginator.notify(new OctetString(), 
SnmpConstants.coldStart,
                                  new VariableBinding[0]);
