[SNMP4J] CommunityTarget bug

The CommunityTarget has two constructors.  The constructor that takes  
an Address and a community string fails to set a reasonable default  
value for version.

If using the constructor that takes no arguments version is initialized  
SNMP Version 1

However, when using the above constructor version is initialized to  
SNMP Version 3.  This causes and communications using the  
CommunityTarget to fail for obvious reasons.
