if you don't add the localized users on the net-snmp side, the snmptrapd 
won't be able to receive the traps.

 From the trace of net-snmp I can see that there is a 
engineID-discovery, which will not happen for traps. How did you call 
SNMP4J and what was the log from SNMP4J.
