[SNMP4J] Sending SNMP V3 traps

Hi Frank,

I am pretty new to SNMP and  SNMP4J.  Could you please point me to any
examples or any tip on how I can send a SNMP V3 traps using the BaseAgent
and TestAgent?  I would like to do something similar to what you were doing
in the finishInit() method.

I have created an SNMP Agent simulator using the BaseAgent and TestAgent,
and I want to send V3 traps from there.  Could you please advise how can I
get this working?
