[SNMP4J] Filter functions

Hello Franck,

I'm making progress building my agent with SNMP4J, I would like to
work with notification filters, but while there is a method to
register a target and an notification entry, there is no method to
programatically add notification filters.

My application basically sends different sets of heartbeat to
different target, so notifications is a mechanism I use intensively. I
was wondering if you were planning to add such method soon. If not,
would it be possible for me to contribute this functionality to
SNMP4J. I'd rather not fork your code, if I can avoid it.
