[SNMP4J] Base Agent Config File

Hi Oleg,

The contents is serialized Java objects. So, it is nothing
you want to create yourself. In a future version support
for XML based config files is planned. The config file
is generated by the agent when it is shutdown (by Ctrl-C
or SIGTERM for example) to persistently stored its state.
