[SNMP4J] Master agent for non-AgentX subagents

I have a requirement to create a master agent that will control
multiple subagents that do not use AgentX. Also, the master agent must
be able to redirect traffic based on an identifier unique to the
subagent, like IP address. I've looked through the archives and cannot
find anything on this. Is it possible to create such a master agent
with SNMP4J without having to convert the subagents to use AgentX?
