When using SNMP4J-AgentX licensed under the GPL, then you will
have to make all your code that is directly related (i.e., using
the API) also available under the GPL. With the commercial
license you do not need to make your own code open source.
For more details you should compare the both license agreements.

Yes, SNMP4J-AgentX is build on top of SNMP4J-Agent and thus includes
all its features.
