[SNMP4J] Trap version 3

Hallo Frank and all,

  As my requirement is only to send the trap I am not
starting any agent and i am using something like 
         Snmp.send( pdu, target );
to send the trap.

  And it works. But now the question is do I have to
have a agent running to send the V3 trap? 
 I have implemented all the code needed to send the V3
trap ( ex. USM,ScopedPDU etc.. ) but would it be
possible for any SNMP Manager to receive the trap
without connectig to agent?
