[SNMP4J] Response value type contained wrong error for scalar nodes

Hi Nidhin,

You can replace the isLowerIncluded method in MOScalar by:

   public boolean isLowerIncluded() {
     return true;
   }

to fix this issue, if you think it is a bug.
