[SNMP4J] GetBulk is sending twice

Hi Boris,

Does this problem still exists?
SNMP4J sends requests twice with the same request
ID (but different message ID, if v3) when sending
"retries" because of a timeout. So this is normal
if you have a value >= 1 for the retries field.
