[SNMP4J] Scalars and columns syntax modification at runtime

Scalars and columns have strict syntax declarations in the MIB. However
the SNMP4J does not prevent at runtime calling setValue() with a wrong
variable syntax type.
There is a very similar issue with managed objects persistence. The MIB
for some application might be changed while development or for next
production release. SNMP4J code which loads values from persistence
storage does not check variables syntax type and might load wrong value
and change variable syntax at runtime.
How to catch these errors?
