[SNMP4J] TestAgent property file

Still working on changing the community name in the TestAgent
by changing the property file...

I've succeeded in making it work by changing these OIDs:
1.3.6.1.6.3.18.1.1.1.0.0
1.3.6.1.6.3.12.1.3.1.0.2
1.3.6.1.6.3.12.1.3.1.1.2

The last 2 are part of the Target MIB - why would those need to
be changed? Aren't they for configuration of traps? If I only
change the first one, I don't get a response to my SNMP request.
