[SNMP4J] localizationEngineID in usmUser

Hi Frank,
            I would like the know the siginifance of 
localizationEngineID  in Usmuser. Does not setting the localization 
engineId to usmUser results in notintimewindow error report  when same 
security name is used for two agents?

When I try to snoop the packet I could see that  engine boot=0 and 
enginetime =0 when notintimewindow error
is reported.
