[SNMP4J] localization use of ngine id

hi all,
      I would like to know the importance of
localization engine ID. Currently I am getting
usmnotintimewindows report less frequently in my
application where I donot set the localization
engineid to UsmUser.Could this be due to engineid
conflicts.
