[SNMP4J] Class TestAndIncr does not fire MOChangeEvent

This is not necessarily a bug, since
TestAndIncr is defined as an independently
object changes of it should not be of any
interest to other instances.

So, if you can name a use case for those
events, I will "fix" it - otherwise I will
tend to leave it as it is.
