[SNMP4J] Use snmp4j-agent as forwarder

Hi Alex,

The ProxyForwarderImpl can only be used
for proxy forwarder applications as defined
in RFC 3413.

OID based forwarding is something different.
Here you will have to implement your own
ManagedObject instance to provide such
functionality.
