[SNMP4J] Localized users and keys

I'm still worried about adding the USM I create with the engine ID you
suggest to the SecurityModels instance. As I recall, this was your concern
in the posting from last May.

 

In my case, I need to create multiple USMs for different V3 devices, but it
looks to me like there can only be one v3 USM in SecurityModels at a time.
I'm assuming here that I always need to add my USM to the SecurityModels
singleton.
