[SNMP4J] persisting the value of the config file

Hi,

The config file is written when the agent is terminated with
signal SIG-TERM. On windows, it is difficult to send the
signal from the console. Here you can use the SNMP4J-CONFIG-MIB
to write the file before you stop the agent.
