[SNMP4J] download snmp4j

Hi,

Https must be used for the download. Sorry.
The certificate is a valid one. For Java,
you will have to import the CA of the certificate
into your Java keystore, that's all.

Most checksums on the server are indeed invalid
due to a bug in Maven 2.2.0 which was used to
upload the packages.

We have switched to 2.2.1 now and the latest
snapshot release has already correct checksums.

I currently try to find a way to recompute/fix
the checksums of the older packages.
