[SNMP4J] Maven central

Hi Tihomir,

The reason is simple, because nobody put it there. I have never put any
SNMP4J version on Maven central because of there upload policy,
which in my opinion puts security risks to the uploader.

Thus, you should better use 
https://oosnmp.net/dist/release 
as your repository for SNMP4J.
