[SNMP4J] Privacy protocols AES192, AES256, 3DES not working with SNMP4J

Hi Sen,

For Cisco devices you need to use the Cisco specific protocols provided by SNMP4J for AES 196 and above. Cisco implemented a different key handling than the proposed IETF protocols. Unfortunately there is no standard defined
