[SNMP4J] SNMP V3 and the user 'initial'

Hi,

See appendix A of RFC 3414. The "initial" user is not required and not 
part of the protocol.
Trying to connect with the "initial" user before using the configured 
user, does not make
any sense and is IMHO waste of bandwitch and CPU cycles.

Using an empty security name is also not part of the USM.
