[SNMP4J] snmpv3 Test Agent returning usmStatsUnknownUserNames.0

Helo Rushik,

The usmStatsUnknownUserNames report should not occur. Why it occurs can only be answered
if you also provide the DEBUG log of the agent run which contains the exchanged messages.
I suspect an issue with the command generator configuration.
