Why can't I add a row to the table?

Hi,
I tried the sample "cmd_exe_mib". But I had trouble adding a row to the
table from the manager side. I wanna create a new row through setting
the "RowStatus" to be creatAndWait(5), but I got the reasult "Can't
create variable, create not allowed". Why? And how can I manage to do
it?
