this file contains the snmpEngineBoots counter for one snmp engine.
The name of the file is created from the snmpEngineID during
initialization of the v3MP/USM.

There are two better solutions:

1) Save this counter in a file specified by the user and use something
like "<encoded engineID> <port> <host> = value". So this file could be
used for more than one agent/manager

2) Add the boot counter as a param to mpInit(...) so the user would be
responsible to save and load the boot counter.

Any better solutions?
