Error index not set correctly in SNMP v2 reponse

Hi,

I came across this during row creation on the ADSL MIB
table:

1. I used SNMPv2 (or value 1 for version number)
2. I have 29 varBinds and the 11th is value zero.
3. The 11th object is required during row creation and zero is a valid value.

The SNMP response always set the error index to 1 and the error code
is inconsistentValue.  It doesn't matter where I move the varBind position.
