Need help on SNMP++v3.1 API

Naresh,

The "missing" file is part of LIBDES which you have to download in
addition to SNMP++ when you want SNMPv3 support. If you need
SNMPv1/v2c only, you may #undefine _SNMPv3 in the include/config.h
file.
